5th General Conference Session Azerbaijan State Economic University Baku – Republic of Azerbaijan 12-14 May 2010

With the help of Allah, the General Conference of the Federation of the Universities of the Islamic World held its fifth session on 27-28 Jumada I, 1431 A.H./12-13 May 2010 A.D., in Baku, Republic of Azerbaijan, under the kind patronage of His Excellency Mr Misir Mardanov, the Minister of Education in Azerbaijan, and with a generous hosting of Azerbaijan State Economic University. The proceedings of this session were opened with the participation of Member Universities and in the presence of the organizations, federations, institutions and personalities invited.

After recitation of verses from the Holy Quran, H.E. Mr Misir Mardanov, the Minister of Education in the Republic of Azerbaijan, held the floor and expressed his happiness for choosing Baku to play host to the proceedings of the General Conference of the Federation of the Universities of the Islamic World while wishing a pleasant stay for the participants in Azerbaijan. He also commended the Federation’s role in uniting Member Universities’ visions with regard to boosting their performance and achieving development in their countries. In addition, he extended thanks to H.E. Dr Abdulaziz Othman Altwaijri, the FUIW General Secretary, and the General Conference for the efforts exerted to promote scientific research as well as joint Islamic cultural and scientific action.

The floor was then held by H.E. Dr Shamsaddin Hajiyev, Rector of Azerbaijan State Economic University, who expressed his happiness to host the Fifth General Conference of the Federation while thanking the FUIW General Secretariat and the General Conference for choosing Azerbaijan State Economic University to host this session. He also underscored the importance of this session as it would examine such important documents that will energize the role of Muslim universities and the Federation in achieving development in the Muslim world, particularly in the post-industrial era in which knowledge is considered as one of the key elements of development and progress.

Afterwards, H.E. Dr. Hadi Azizzadeh, Deputy Director General of the Islamic Educational, Scientific and Cultural Organization (ISESCO), read out the address of H.E. Dr Abdulaziz Othman Altwaijri, ISESCO Director General, Secretary General of the FUIW, to the Council, wherein he extended thanks and appreciation to the Republic of Azerbaijan for the sustained support it lends to the FUIW and ISESCO and for its active role in enhancing joint Islamic action. Likewise, he conveyed his thanks to Azerbaijan State Economic University for hosting the General Conference and the 15th session of the FUIW Executive Council and for the commendable efforts deployed to ensure the best conditions for successful outcome of the two meetings.

In this address, the Secretary General stated that the projects submitted to the Conference build on the resolutions and strategies endorsed by the Fourth Islamic Conference of Ministers of Higher Education and Scientific Research held by ISESCO in Baku. He also stated that the increasing trend in the activities carried out between the Fourth and Fifth Sessions of the Conference and the widened scope of their implementation in spite of the Federation’s limited financial resources. He underscored that this significant growth is mainly attributable to the policy adopted by the General Secretariat to rationalize expenditures and to develop cooperation and partnership with Member Universities, while pointing out that the General Secretariat, through its numerous achievements and initiatives, managed to develop the concepts of partnership and cooperation with Member Universities and similar organizations. It has also been able to actively contribute to joint Islamic action and to serve as a useful and enterprising tool in implementing programmes and projects.

The Secretary General closed his address by expressing thanks to the President of the Fourth General Conference for the efforts and the support extended to the Federation over the last three years. He also conveyed thanks to the Chairman of the Executive Council of the Federation of the Universities of the Islamic World for his active cooperation and great care to ensure the success of the Federation’s projects and programmes and the achievement of its objectives. In the same vein, he thanked the heads of Member Universities which offered their assistance to the FUIW, hosted its activities and put in their efforts, financial resources and expertise in order to boost the Federation’s march towards the achievement of its goals and objectives.

After that, H.E. Dr Najem Al-Najem, Vice-President of Academic Affairs at Kuwait University, read out the address of H.E. Abdullah Al-Fuhaid, President of Kuwait University, President of the Fourth General Conference, wherein he conveyed his thanks to the State of Kuwait and the University of Kuwait for the lavish hospitality and warm reception. He also expressed his appreciation of the achievements made by the Federation between the fourth and fifth sessions while pointing out that their presidency over the fourth General Conference enabled him to take stock of the efforts made by the Federation of he Universities of the Islamic World to enhance the action of Muslim universities and reinvigorate their role in furthering the cultural and scientific movement and achieving sustainable development in Muslim countries. Meanwhile, he expressed deep thanks to the FUIW’s Secretary General, H.E. Dr Abdulaziz Othman Altwaijri, and his highly-competent assistants for their efforts to upgrade the FUIW’s action and implement the resolutions and recommendations of the General Conference.

He also underlined that the 5th General Conference constitutes yet another building bloc in the path of FUIW’s and that the documents submitted would make a quantum leap in the FUIW’s action as they open wider avenues for university action and offer pointers for universities to carry on reform and innovation, develop universities and bring about prosperity in Islamic societies.

Thereafter, H.E. Dr Abdullah Jassbi, President of Islamic Azad University, Chairman of the FUIW’s Executive Council, delivered an address in which he expressed his thanks to the FUIW’s Secretary General, H.E. Dr Abdulaziz Othman Altwaijri, for his outstanding role in the advancement of the FUIW’s action, the development of its working mechanisms and the achievement of its objectives. He also extended thanks to the Republic of Azerbaijan and Azerbaijan State Economic University for the kind reception and warm hospitality. Meanwhile, he expressed his optimism about the future of the FUIW’s action and its capacities to enhance cooperation between Islamic universities and improve their role in the progress of the Islamic world.

Before closing the opening session, a number of personalities were offered the Medal of the Federation in recognition of their efforts in developing university education in the Islamic world, supporting and upholding the Federation’s action and mission. These are:

  • H.E. Mr Misir Mardanov, Minister of Education in the Republic of Azerbaijan;
  • Dr Shamsaddin Hajiyev, Rector of Azerbaijan State Economic University;
  • H.E. Dr Najem Al-Najem, Vice-President of Academic Affairs at Kuwait University, Representative of the President of the Fourth General Conference;
  • H.E. Dr. Abdullah Jassbi, President of Azad Islamic University, Chairman of the Executive Council of the Federation of the Universities of the Islamic World;
  • H.E. Dr Syed Arabi Idid, Rector of the International Islamic University Malaysia.

Then His Excellency Prof. Dr Abalkhil awarded the Shield of Al-Imam Muhammed Ibn Saud Islamic University to H.E Dr. Shamsaddin S. Hajiyev, Rector of Azerbaijan State Economic University.

During the first working session, the FUIW General Secretariat presented the document containing the universities that joined the Federation between the Fourth and Fifth sessions of the General Conference and apprised the members of the General Conference of the outcome of the efforts exerted in this regard in implementation of the recommendations of the Executive Council to urge universities to join the Federation. In this regard, the General Secretariat received during this period more than 46 applications of which 38 were approved in the 13th 14th and 15th sessions.

After deliberations, the General Conference commended the results achieved by the efforts of the Secretary General and his assistants in this connection while inviting him to pursue his contacts to urge the other universities that are in line with membership criteria, the Federation's objectives and the mechanisms of its action.

After adopting the draft agenda and the draft programme, the Conference formed the Conference Bureau of the fifth session as follows:

Then, the Chairman of the Executive Council presented the Report of the Executive Council between the 4th and 5th General Conference Sessions which was endorsed by the Conference while commending the Efforts exerted by the Chairman and members of the Executive Council for the sustained support lent to the Federation and its Secretary General as part of the three-year action plan for the years 2007-2009.

Thereafter, the Secretary General’s report on the General Secretariat’s Activities between the Fourth and Fifth General Conference Sessions was presented. The report highlighted the steady progress in the implementation of the Federation’s activities scheduled under the three-year action plan for the years 2007-2009, particularly holding conferences, symposia and experts’ meetings; conducting studies; dispatching experts; and securing scholarships for graduate and post-graduate levels; the report also reviewed the Federation’s major achievements which contributed to reinvigorating higher education in the Muslim world and promoting joint Islamic action.

During the discussion of the report, the Conference conveyed its thanks and appreciation to the Secretary General and his assistants for the quality of the activities that have been implemented while commending the Secretary General’s initiatives in asserting the Federation’s presence in Islamic and international conferences. It also called upon Member Universities to support the Federation through paying up their contributions and arrears to the Federation’s budget and develop cooperation and partnership relations with the General Secretariat.

Then, the Conference endorsed the report of the Secretary General on the General Secretariat’s Activities between the Fourth and Fifth General Conference Sessions.

Afterwards, the General Secretariat presented the Secretary General’s report on the Federation's financial situation wherein it reviewed the incomes and expenditures of the Federation during the three-year plan (2007-2009). It pointed out that the remaining balance stood at US$ 586,452.56 at the end of 2009, stressing the low rate of the contributions settled by Member Universities. This obliges the Federation to reduce the number of its activities.

During the deliberations, the Conference expressed its appreciation of the efforts exerted by the Secretary General to implement these important projects and activities in spite of the Federation’s limited financial resources. It also called upon the universities which haven’t honoured their financial contributions to settle their contributions and arrears. In addition, the Conference decided to exempt the universities which will pay up their contributions in full for the years 2007-2009 from their arrears as of the date of their joining the Federation. In the same vein, it decided to increase the contribution fees, as of the year 2011, to US$ 3000 for able universities, and US$ 2000 for unable universities, while entrusting the Federation’s General Secretariat with setting classification criteria and coordinating with Member Universities in this connection. Furthermore, the Conference thanked the Member Universities which have settled their contributions for the years 2007-2009. Besides, the Conference invited the Secretary General to pursue his efforts and contacts to secure extra budgetary resources for the Federation and entrusted him with the task of following up the issue of Member Universities’ arrears, redressing the financial situation of the Federation and implementing the proposals included in the financial report to make universities pay up their arrears.

The Conference, then endorsed the financial report.

After that, the General Secretariat presented the Draft Action Plan and Budget for the Years 2010-2012 wherein it highlighted the guiding references, the specificity of its content and orientations as well as its intellectual and methodological structure in addition to its new budget which amounts to US$ 1,260,000 with an increase of US$ 260,000.

During the deliberations, the Conference expressed its appreciation of the Plan’s diversified contents, integrated visions and effective response to current challenges as well as implementation mechanisms the strategic evolution in this plan, and thanked the Secretary General and his assistants for their efforts in laying down this plan. The Conference also invited Member Universities to contribute to implementing the Federation's activities.

Then, the General Conference approved the draft plan and endorsed its budget which amounts to US$ 1,260,000 to fund its implementation, taking into consideration the priorities and needs of Member Universities at implementation as well as Member Universities’ proposals to increase the budget of the coming action plan by US$ 300.000.

Afterwards, the General Secretariat presented the project of “the Virtual Islamic University” and apprised the Conference of its different phases in which the Federation has cooperated with Islamic Azad University. It also advised the Conference of the decisions and recommendations of the first meeting of the Board of Trustees of the Islamic Virtual University and the decision of the Executive Council at its 15th session whereby it invited ISESCO to host the Virtual University at its headquarters under the supervision of the Federation of the Universities of the Islamic World.

After hearing the Secretary General's report, the General Conference endorsed the final report of the first meeting of the Board of Trustees of the Islamic Virtual University and expressed its appreciation for the sustained cooperative efforts exerted by the Federation and Islamic Azad University in Tehran towards the preparation of this project. It also invited ISESCO to host the Virtual University at its headquarters under the supervision of the Federation of the Universities of the Islamic World with a technical office in the State of the United Arab Emirates for technical support. Besides, the Conference accepted the kind invitation of Al-Imam Muhammed Ibn Saud Islamic University to host the second meeting of the Board of Trustees of the Islamic Virtual University, in Riyadh, in 2011. Moreover, it called upon the Secretary General to pursue efforts towards the implementation of this project in cooperation and coordination of Islamic Azad University.

Then, the General Secretariat presented the document on the Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation which apprised the Conference of the efforts being made by the Federation to activate the Islamic Body for Quality and Accreditation and devise its implementation mechanisms. It also advised the Conference of the recommendations issued by the experts’ meeting held in this connection at the International Islamic University Malaysia, notably: “the Islamic International University Malaysia shall host the Bureau of the Islamic Body for Quality and Accreditation”; “The FUIW General Secretariat shall finance the Body’s activities and projects that would contribute to the strengthening of the quality of higher education in the Islamic world”; “The universities represented in the experts’ meeting shall commit themselves to financially and morally support the Body, and cooperate with the FUIW General Secretariat and the International Islamic University Malaysia to activate the Body and bring its action to fruitful conclusion”.

After deliberations, the Conference adopted the Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation. It also thanked the FUIW’s General Secretariat and the International Islamic University Malaysia for their continuous cooperation in developing the design of this project and the necessary mechanism for its implementation while inviting Member Universities as well as Arab and Islamic organizations and institutions to cooperate in extending support to this important project.

The Federation of the Universities of the International Islamic University Malaysia signed a memorandum of understanding to put the project into motion.

Then, the General Secretariat made a presentation on the “Project of Islamic Universities Business Network” and referred to the two relevant decisions issued by the Executive Council at the 13th and 14th sessions while underscoring the importance of linking university outputs to the labour market and to the developmental and civilizational requirements of Muslim societies.

After deliberations, the Conference endorsed the “Project of Islamic Universities Business Network”. It also thanked the FUIW’s General Secretariat and Azerbaijan State Economic University for their continuous cooperation in the preparation of this project. Besides, it called on the Secretary General to pursue his efforts to implement this project and devise the necessary mechanisms to put it into motion in cooperation and coordination with Azerbaijan State Economic University. By the same token, the Conference called upon Islamic and Arab universities, organizations and institutions to cooperate in supporting this project.

Thereafter, the General Secretariat presented the project of FUIW Prize for Academic Research Papers while stressing its importance in promoting scientific research in Islamic countries, addressing the low standard of research in the Muslim world and keeping abreast of knowledge and technology advances in the third millennium. It also referred to the relevant decisions of the Executive Council at its meetings between the fourth and fifth General Conference sessions.

After deliberations, the Conference endorsed the project. It also thanked the Secretary General and his assistants for the preparation of this project while inviting him to pursue his efforts towards the implementation of this project. It also agreed to the proposal of Al-Imam Muhammed Ibn Saud Islamic University to host the General Secretariat of the FUIW Prize for Academic Research Papers. In this regard, the University undertook to provide all administrative, academic and financial facilitation to upgrade the level of the Prize in coordination with the Federation of the Universities of the Islamic World.

In a bid to energize the role of Member Universities in addressing the phenomenon of Islamophobia, the General Secretariat presented the Draft University Education Action Programme to Counter Offences against Islam and Muslims. In this regard, it referred to the two relevant decisions of the Executive Council at its 13th and 14th sessions. The Conference discussed this project and commended the efforts exerted by the Secretary General and his assistants in rectifying false information on Islam and enhancing the role of university education in countering Islamophobia.

Then, the Conference adopted the Project. It also thanked the Secretary General and his assistants for the preparation of this project while inviting the Secretary General to pursue his efforts towards the implementation of this project. In addition, the Conference invited Member Universities to incorporate this project into their programmes and activities in coordination with the FUIW’s General Secretariat. Moreover, the Conference agreed to hold an experts’ meeting to study the document and devise an action plan to activate its contents, with Al-Asmarya University for Islamic Sciences in the Great Libyan Jamahiriya, as the host.

Afterwards, the Conference examined the election of the new members of the Executive Council. After ample deliberations, the Conference elected the Executive Council which composed its bureau as follows:

After commending the Secretary General for his shrewd, efficient and sound management of the Federation, the Conference unanimously issued a resolution to endorse the appointment of H.E. Dr. Abdulaziz Othman Altwaijri as Secretary General of the Federation of the Universities of the Islamic World.

Concerning the venue and date of the forthcoming session, the General Conference welcomed the kind invitation extended by the Rector of Al-Imam Muhammed Ibn Saud Islamic University to host the Sixth General Conference, in Riyadh, in 2013. It also recommended the sixth General Conference to adopt the proposal of Al-Mustafa International University in Iran to host the seventh session of the FUIW General Conference.

Then, the Fifth General Conference held a closing session in which spoke H.E. Prof. Dr Shamsaddin Hajiyev, President of the Conference; H.E. Dr Hadi Azizzadeh, representative of H.E. Dr Abdulaziz Othman Altwaijri, Secretary General of the Federation of the Universities of the Islamic World; H.E. Prof. Dr Sulaiman Abalkhail, Chairman of the FUIW Executive Council; and H.E. Dr Abdullah Jassbi, former Chairman of the FUIW Executive Council, who all expressed their thanks to the Republic of Azerbaijan for the warm hospitality. They also thanked Azerbaijan State Economic University and the Federation of the Universities of the Islamic World for their smooth organization of the Conference. In the same vein, they pointed out that the Conference achieved its sought objectives while signaling their determination to pursue their efforts to upgrade Member Universities within the framework of the Federation of the Universities of the Islamic World. Thereupon, the General Conference adopted the final report of the session and the annexed resolutions.

The General Conference :

  • Having considered the Report of the Executive Council contained in Document (FUIW/GC5/2010/2.1);
  • Having heard the presentation made by the Chairman of the Executive Council;
  • Considering the deliberations which have taken place;

Decides the following :

  • Takes note of the Report of the Executive Council as contained in Document (FUIW/GC5/2010/2.1).
  • Commends the efforts exerted by the Chairman of the Executive Council and by the honourable Council members to provide sustained support to the Federation and to its Secretary General, within the framework of implementation of the Three-Year Action Plan 2007-2009.

  • Having heard the presentation made by the Secretary General in this connection;
  • Considering the deliberations which have taken place;

Decides the following:

  • Adopts the Report of the Secretary General on the Federation’s Activities between the Fourth and Fifth General Conference Sessions, as contained in Document (FUIW/GC5/2010/2.2).
  • Thanks the Secretary General and his assistants for the efforts exerted in the implementation of the major part of the programmes under the Action Plan and Budget for the Years 2007-2009 while rationalizing expenditures.
  • Commends the Secretary General’s initiatives for the participation of the Federation in Islamic and international conferences in its fields of competence, in cooperation with similar organizations.
  • Thanks the Islamic Educational, Scientific and Cultural Organization (ISESCO) and Member Universities as well as similar organizations for the facilities and services extended to implement the Federation’s activities, and for the response shown in promoting cooperation and partnership relations with the FUIW’s Secretariat.
  • Invites the Member Universities to support the Federation by settling their contributions and arrears to the Federation’s budget and promote cooperation and partnership relations with the FUIW’s Secretariat.

Resolution on Item 2.3 of the Agenda:(Financial Report of the Secretary General and Study of the Financial Situation of the Federation for the Years 2007-2009)

The General Conference :

  • In compliance with Article (11) II, paragraph “6”, and Article (12) II, Paragraph “b”, of the Federation’s Charter;
  • Having considered the Financial Report of the Secretary General and Study of the Financial Situation for the Years 2007-2009 contained in Document (FUIW/GC5/2010/2.3);
  • Considering that the Executive Council decided at its previous three sessions to adopt this report, to submit it to the Fifth General Conference and to recommend its adoption;
  • Having heard the presentation made by the Secretary General;
  • Considering the deliberations which have taken place;

Decides the following :

  • Adopts the Financial Report of the Secretary General as contained in Document (FUIW/GC5/2010/2.3).
  • Exempts the universities which will pay up their contributions in full for the years 2007-2009 from their arrears as of the date of their joining the Federation.
  • Increases the contribution fees, as of the year 2011, to US$ 3000 for able universities, and US$ 2000 for unable universities, and entrusts the Federation’s General Secretariat with setting classification criteria and coordinating with Member Universities in this connection.

  • Invites the Secretary General to pursue his efforts and contacts to secure extra budgetary resources for the Federation through benefiting from donations and the waqfs dedicated to developing scientific research, concluding partnerships with the economic institutions interested in scientific research and furthering cooperation with similar federations and specialized institutions in order to implement the Federation’s activities.
  • Entrusts the Secretary General with the task of following up the issue of Member Universities’ arrears, redressing the financial situation of the Federation and implementing the proposals included in the financial report to make universities pay up their arrears.
  • Mandates the Executive Council to take the appropriate decision in its forthcoming sessions.
  • Submits a report on the issue to the Sixth Session of the General Conference.

Resolution on Item 3.1 of the Agenda:(Draft Action Plan and Budget for the Years 2010-2012)

The General Conference :

  • In compliance with Article (11) II, paragraph “6”, and Article (12) II, Paragraph “b”, of the Federation’s Charter;
  • Having considered the Draft Action Plan for the Years 2010-2012 contained in Document (FUIW/GC5/2010/3.1);
  • Considering the Decision (FUIW/EC14/2009/D.3.1) adopted by the Executive Council at its 14th session (Al Imam Muhammed Ibn Saud University, Kingdom of Saudi Arabia, 21-22 June 2009) concerning the Draft Action Plan for the Years 2010-2012 contained in Document (FUIW/EC14/2009/3.1), whereby it adopted the document, agreed to submit it to the Fifth General Conference and recommended its adoption;
  • Considering the deliberations which have taken place;

Decides the following :

  • Adopts the Draft Action Plan for the Years 2010-2012 contained in Document (FUIW/GC5/2010/3.1) and approves its budget standing at US$ 1,260,000 to finance its implementation, taking into consideration the observations and proposals of the Executive Council and the General Conference as well as the Member Universities’ priorities and needs at implementation.
  • Thanks the Executive Council for its efforts and follow-up in drawing up the broad lines for the Draft Action Plan for the Years 2010-2012.
  • Thanks the Secretary General and his assistants for preparing the Draft Action Plan for the Years 2010-2012, and commends the new methodology adopted in preparing this document.
  • Invites the Secretary General to coordinate with the concerned parties to make the Federation participate in the implementation of the Resolutions of the Fourth Islamic Conference of the Ministers of Higher Education and Scientific Research, follow up its recommendations and actively participate in its forthcoming meetings and sessions.
  • Invites Member Universities to pay up their contributions under this plan and calls on the Secretary General to pursue his efforts to secure funding partners to contribute to the implementation of projects and programmes scheduled in the plan.
  • Takes into consideration the proposals of the Member Universities to increase the budget of the next action plan by US$ 300,000.

Resolution on Item 3.2 of the Agenda:(Project of the Islamic Virtual University)

The General Conference :

  • In compliance with Article (12) II, paragraph “a”, of the Federation’s Charter;
  • Having considered the Document (FUIW/GC5/2010/3.2) concerning the Project of the Islamic Virtual University;
  • Considering that the Executive Council decided at its previous three sessions to adopt this project, to submit it to the Fifth General Conference and to recommend its adoption;
  • Having heard the presentation made by the Secretary General and the Islamic Azad University in this connection;
  • Considering the deliberations which have taken place;

Decides the following :

  • Adopts the Final Report of the First Session of the Board of Trustees of the Islamic Virtual University.
  • Thanks the Federation’s General Secretariat and Islamic Azad University for their continuous cooperation in the preparation of this project.
  • Invites ISESCO to host the Virtual University at its headquarters under the supervision of the Federation of the Universities of the Islamic World with an office in the State of the United Arab Emirates for technical support.
  • Accepts the kind invitation extended by His Excellency Prof. Dr Suliman Abdullah Abalkhail, Rector of Al-Imam Muhammed Ibn Saud Islamic University, to host the second meeting of the Board of Trustees of the Islamic Virtual University, in Riyadh, in 2011.
  • Invites the Secretary General to pursue efforts in order to implement this project, in cooperation and coordination with Islamic Azad University.

Resolution on Item 3.3 of the Agenda:(Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation)

  • Adopts the Draft Mechanisms for the Activation of the Islamic Body for Quality and Accreditation as contained in Document No (FUIW/GC5/2010/3.3).
  • Thanks the FUIW’s General Secretariat and the International Islamic University Malaysia for their continuous cooperation in developing the design of this project and the necessary mechanism for its implementation.
  • Invites Member Universities as well as Arab and Islamic organizations and institutions to cooperate in extending support to this project.

Resolution on Item 3.4 of the Agenda:(Project of the Islamic Universities Business Network)

  • In accordance with Article (23) of the Rules of Procedure of the Federation’s Executive Council;

  • Having heard the presentation made by the representative of the Azerbaijan State Economic University;
  • Considering the deliberations which have taken place;

Decides the following:

  • Adopts the Project of the Islamic Universities Business Network as contained in Document No (FUIW/GC5/2010/3.4), taking into consideration the observations and proposals of the Executive Council and the General Conference.
  • Calls for setting up a technical commission composed of five members to be commissioned with examining the project of the Islamic Universities Business Network and putting forward the appropriate recommendations for the Implementation and activation of the project.
  • Thanks the FUIW’s General Secretariat and the Azerbaijan State Economic University for their continuous cooperation in the preparation of this project.

Resolution on Item 3.5 of the Agenda:(Project of the FUIW Prize for Academic Research Papers)

  • In accordance with Article (12) II, paragraph “a”, of the Federation’s Charter;
  • In accordance with Article (23) of the Rules of Procedure of the Federation’s Executive Council;

Decides the following :

  • Adopts the Project of the FUIW Prize for Academic Research Papers as contained in Document No (FUIW/GC5/2010/3.5), taking into consideration the observations and proposals of the Executive Council and the General Conference.
  • Agrees to the proposal of Al-Imam Muhammed Ibn Saud Islamic University to host the General Secretariat of the FUIW Prize for Academic Research Papers, and welcomes its proposal to provide administrative, academic and financial facilitation to upgrade the level of the Prize in coordination with the Federation of the Universities of the Islamic World.

  • Invites the Secretary General to pursue his efforts towards the implementation of this project.

Resolution on Item 3.6 of the Agenda:(Draft University Education Action Programme to counter offences against Islam and Muslims)

Decides the following :

  • Adopts the Draft University Education Programme to counter offences against Islam and Muslims as contained in Document No (FUIW/GC5/2010/3.6), taking into consideration the observations and proposals of the Executive Council and the General Conference.
  • Invites the Member Universities to incorporate this project into their programmes and activities in coordination with the FUIW’s General Secretariat.
  • Agrees to hold an experts’ meeting to study the document and devise an action plan to activate its contents, in Al-Asmarya University for Islamic Sciences, in the Great Libyan Jamahiriya.
  • Thanks the Secretary General and his assistants for the preparation of this project.
  • Invites the Secretary General to pursue his efforts towards the implementation of this project.
